Emergency Operations Plans

The South Carolina Emergency Operations Plan is an all-hazard plan developed for use by state government departments and agencies to ensure a coordinated and effective response to natural, technological, or man-made disasters that may occur in South Carolina. The plan has three major parts: the governor's Executive Order which adopts and approves the plan and assigns responsibilities; the Basic Plan which outlines general policies and procedures that provide a common, coordinated basis for joint state and local operations; and the functional Annexes which outline the responsibilities of state agencies within the framework of Emergency Support Functions (ESFs).

    Annex F to hurricane plan traffic management

    Evacuation of the population from vulnerable areas is one of the most crucial issues in protecting lives in the face of an approaching hurricane. The basic Traffic Management concept is to allow traffic to flow along evacuation routes unimpeded, and to supplement existing traffic control devices with law enforcement personnel who will staff selected Traffic Control Points (TCP) within the Hurricane Regions. Each TCP was established to provide assistance to the evacuating populace. Various assigned Law Enforcement agencies and the SCNG are responsible for staffing and monitoring predetermined TCPs.
